Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, Claims Dutch Watchdog

AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Study Shows Consistent Bias in Chatbot Recommendations

The four chatbots tested by the authority “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a report released ahead of the 29 October election.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input precisely aligns with the stances of these political entities, the report indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Voting Background and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the showing of the PVV.

The far-right party of Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.

All major parties have ruled out an alliance with the PVV, implying the party that comes second is most likely to supply the future head of government.

Unintentional Bias Attributed to AI Operation

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
